There being no objection, it was so ordered. HB 549 was read the third time. Representative Willis moved and asked unanimous consent that he be allowed to abstain from voting due to a possible conflict of interest. Representative Phillips moved and asked unanimous consent that the roll call on the passage of the bill be considered the roll call on the effective date clauses. There being no objection, it was so ordered. HB 549 was later returned to the Rules Committee.
